The Knopp 4E2-1 Voltage Tester is designed to detect electrical potential (voltage) between the third rail and ground on high voltage electrified transit systems. Two, redundant neon bulbs are used to indicate the presence of voltage. The prod handle and the tester housing are both made from moisture- and oil-resistant laminated phenolic. The prod tips are made from stainless steel. The tester housing includes a rubber hand guard to guide the operator in proper placement of his or her hand. There are no exposed metal parts other than to the two prod tips. All internal connections are soldered.

Every electrical apparatus or machine consists of two distinct sections - one which carries the electricity, and other which is isolated (insulated) from the electric currents. The former may be called the `Live' side whiles the latter `Earth’ side. A person near about the apparatus or handling it can safely touch the Earth side, but not the live side, for obvious reasons. To ensure that the isolation of the two sections is effected properly, the apparatus is tested by subjecting it to a Voltage much higher than the normal working Voltage.
